Selected experience
Experience across bulk material handling, marine terminals, and operating industrial facilities—where logistics, contractor coordination, and commercial discipline matter.
Managed scope, schedule, budget, procurement, vendor coordination, construction interfaces, and commissioning for a new wood yard in Columbus, Mississippi.
Challenge: Two 1,250-HP ABB motors manufactured in India faced a nearly year-long delivery instead of the planned six months. A further 45-day sea transit threatened the commissioning schedule and exposed the project to liquidated damages.
Action: Arranged air freight on Antonov An-124 aircraft. The $288,000 decision replaced sea transit and recovered 33 days.
Result: The wood yard was commissioned on schedule, well before the rest of the plant was complete, averting threatened liquidated damages. The project achieved a 33% margin against a 21% target—12 percentage points above goal.
Managed design and construction of a wood chip stacking and reclaim system for Packaging Corporation of America through Bruks Siwertell. Coordinated the project within an existing facility during ongoing operations.
Managed truck dumpers and a cross-over stacker-reclaimer project, coordinating vendor, customer, and EPC contractor interfaces. Additional work included belt conveyor scope, specifications, and MARAD PIDP grant compliance documents for the AGE Jesup facility.
Developed and maintained engineering design standards for liquid and bulk terminals. Assessed facilities for acquisition, developed condition assessments and long-term capital plans, and established maintenance procedures for terminals and marine structures.
About Bill
My 40-plus years in industrial and marine project management have given me a broad foundation for solving project problems. I have worked with owners, contractors, engineering teams, and equipment suppliers—from early planning and procurement through construction and commissioning.
Most recently, at Bruks Siwertell, I managed engineered-to-order bulk material handling projects for biomass power, pulp and paper, and terminal customers. Earlier roles at Kinder Morgan, Impala Warehousing, Texas International Terminals, and the Port of Corpus Christi brought experience in terminal assets, heavy marine construction, and capital planning.
I understand how engineering, purchasing, commercial terms, and field execution affect one another. My approach is to keep those connections visible, surface issues early, and give the project team clear information to act on.
Texas Professional Engineer registration: inactive. Consulting services presented here focus on project management.
